August 4th BOS Meeting Summary

Jim Malloy’s update:
Doug Quigley appointed to Historic Commission and resignations from the Zoning Study Sub-committee were accepted from Jim Cuniff and Jennifer Morrison.

There was no discussion on signs tonight with Thomas Creamer since the Board of Selectman are unable to vote on the issue.  Jim Malloy stated that since the sign bylaws were approved at a Town Meeting, Selectman would be unable to change the result. A change in the Sign Bylaws requires a Town Meeting vote.

There was a follow-up discussion from the previous meeting with respect to utilizing flat headstones in North Cemetery.  Scott Garieri had spoken with Bob Duff and Marcia Simpson, residents who live near the cemetery and they had positive feedback on the proposal of flat headstones.  Garieri also thought flat headstones would be more cost effective for routine maintenance.  Ted Goodwin didn’t have a problem with the proposal since plots had not yet been purchased.  Hal White asked for a news release to make sure the town residents were aware of the proposal for flat headstones and be given time to provide feedback.

Jim Malloy also gave an update on the new WWTF schedule.  A draft of the contract for design has been received and is being reviewed by Mr. Malloy and Town Counsel.  The final contract will be brought forward within the next 2 BOS meetings.

Old Business:
Steve Halterman followed up on the request from Janet Frechette for a better placement of “Kids Don’t Float” signs and a memorial plaque for her grandson.  Mr. Halterman stated there is now a proposal for a covered sign similar to a trail head marker.  Mr. Halterman stated Janet Frechette was very happy with the new proposal.

Steve Halterman decided not follow up with the Chief of Police with respect to the July 4th incident at Walker Pond.  He believes the Board of Selectmen have always supported efforts of the police.  Therefore he asked Jim Malloy to relay a message of support when he had a chance.

New Business:
Mr. Garieri discussed the proposal for the Sign Bylaw Holiday.  The proposal calls for the ability for business to pay for 1 sign permit for a duration of 90 days.  He stated this would not be as easy as originally thought as it requires a public hearing with the Planning Board and Special Town Meeting approval.  Mr. Garieri asked for input and suggestions from other Board Members.  Ted Goodwin asked to spend an hour to discuss at the work session next Monday.  Garieri stated the Economic Development Committee and Chamber of Commerce both thought this was a good idea.  Jim Malloy will investigate whether the Zoning Board of Appeals can create a variance for the Sign Bylaws and the issue will be further discussed next week.

Ted Goodwin brought up the issue of the open weir at South Pond and asked for the BOS to support closing the weir immediately.  The issue has to go through Conservation Committee to determine legitimacy.

Mr. Goodwin also asked for the Sturbridge BOS to support the proposed Resolution Supporting Producer Take Back Of Cathode Ray Tubes, Electronics, & Household Hazardous Products.  As stated by Mr. Goodwin, this has been signed by 162 cities and towns in Massachusetts.  Mr. Garieri asked for time to review the resolution to make sure small businesses would not be negatively impacted.  Hal White believes this needs to go before the Board of Health.

    A customer came in today with an idea he wanted to share on the sign issue. He suggested that we come up with a standard sign (maybe by a local signmaker)and anyone who wants a temp sign would have to purchace one of these signs (one time charge,maybe with interchangable letters)so that every temp sign in town looked the same. This was a great suggestion and I would like to encourage anyother comments or suggestion.     It appears on the surface anyway, that the resolution supporting Producer Take Back of Cathode Ray Tubes, etc. seems to be a no brainer. Having said that I do have a few questions.

    1) How much will this cost the consumer? Clearly these costs will be passed on to the consumer as the producers, retailers, etc. will not burden this cost alone. It appears that the consumer will be impacted the most, which ultimately could have a negative impact on the retailer, then ultimately the producer, and so the cycle would continue.

    2) In reviewing the communities that have signed on, it is noteworthy that the resolution identifies no communities as having signed on since 2005. Perhaps a more up to date resolution is circulating that was not available at the selectmen’s meeting. If however, the resolution is up to date, then one has to wonder, Why have no other communities signed on since 2005?

    3) What is the projected financial impact of this resolution on the business community, and thus, what is the projected financial impact upon the consumer?

    4) How thoroughly has this resolution been studied?

    5) Are there other states that have implemented the program, and if so, what has the impact been?

    BH: Hello Waldo, how are things at farting out loud?

    Waldo: Hanging loose dude, ya know, doin my part to make sure the senior citizens freeze this winter.

    BH: Yeah, I noticed, but we will get to that later. I got to tell you that empty swing article freaked me out. My first question is why do you have a picture of two half naked men on your, website?

    Waldo: Dude, it’s the Olympics.

    BH: Personally, I’d have a picture of Misty May and Kerri Walsh, but what ever floats your boat.

    Waldo: Loose the attitude.

    BH: Okay, next question, why do you post under bogus screen names on your own site.

    Waldo: I do not!!

    BH: A recent IP address scan of your blog revealed that you indeed post on your own site.

    Waldo: Oh man, I didn’t know you could do that, I guess I’m busted. You know, I need the traffic, no one reads my blog except my best friend, the museum lady. It’s like I said in a recent post, you are judged by the company you keep. Nobody likes the museum lady, so therefore no one hangs out with me.

    BH: It appears other people have busted you posting under your own site, apparently you can’t spell lose. When you got caught, you went back and fixed the spelling to cover yourself, but I PDF’d the original as proof. Do you want me to post it?

    Waldo: No, No. Alright, jeepers. You people bust me every time. I admit, I’m a bad speller, I changed the article to cover myself. You got me.

    BH: This isn’t the first time you’ve changed your blog to cover yourself now is it. The mailbox comment, the fireworks video and Mr. G. come to mind.

    Waldo: Yeah, every time I think I have a beaut, I get busted. I hope I didn’t loose any credibility.

    BH: Waldo, would you like to publically apologize to the young man that was severally injured at Walker Pond by the drunken guy lighting off illegal fireworks and then comparing him to Forrest Gump?

    Waldo: I just don’t want the drunken guy to get caught. I’m trying so hard to fit into the SOS crowd.

    BH: Waldo, last question. Why do you and the museum lady show so much hatred to anyone willing to help our senior citizens? I mean come on, you two and your SOS buddies are ruthless to anyone willing to donate their time or money to help the seniors. What gives?

    Waldo: No comment, I’m out of here, I’m going back to the land of Farting out loud, I think I have some loose stool.

    Hey Bob- great interview. Thanks for reaching out to Waldo to conduct that interview. That guy is a real coward. I find it incomprehensible that he would try and undermine a great cause in Town that the REAS Foundation is going. I find it even more pathetic that he posts under his own articles using aliases. Seems to me this guy has some real issues. No wonder why he gets along so well with that museum lady. Thanks again Bob. Keep up the great work.
