Jim Malloy Does Not Agree with Performance Appraisal
This post was delayed until I could get the actual distribution of ratings for Jim Malloy’s performance appraisal. This article from telegram.com is the source for the ratings.
At the end of the BOS meeting on Monday, April 7, Hal White delivered a summary of Jim Malloy’s performance appraisal as Town Administrator. The ratings are summarized as 8 Excellent, 20 Good, 8 Acceptable and 15 Poor and 4 Unacceptable out of 11 categories. This was Mr. Malloy’s worst review in 14 years.
According to the telegram.com, 3 of the unacceptables were in “Board Interaction” and one was in “Supervision and Leadership”. In addition the telegram reported the following distribution:
As for the remainder of the 2007 performance review, Mr. Malloy received two “poor,” one “acceptable,” one “good” and one “excellent” for “Personnel Administration”; one “poor,” two “acceptable” and two “good” for “Staff Development”; three “poor,” one “acceptable” and one “good” for “Public Relations”; one “poor” and four “good” for “Employee and Labor Relations”; one “poor,” two “acceptable,” one “good” and one “excellent” for “Policy Execution”; one “poor,” one “acceptable” and three “good” for “Effectiveness/Production”; and one “acceptable,” three “good” and one “excellent” for “Goal/Performance Attainment.”
In the discussion that followed, Arnold Wilson attempted to bring up Mr. Malloy’s past performance appraisals and how this one was different from the rest. Mr. White quickly dismissed his question and ended the discussion. Mr. Malloy voiced his disagreement with the appraisal as well.
There was a quick break in the meeting and when they resumed, the BOS then voted on Mr. Malloy’s bonus which they unanimously voted for saying he met the goals he was given at the beginning of the review period.

Allow me to sum things up:
First, I think everyone agrees that Mr. Malloy does an outstanding job for the town of Sturbridge. He is very approachable, open to suggestions and a very genuine person. At the BOS meetings he is well prepared, very knowledgeable and well spoken.
Second, the current BOS are never prepared, rude, insulting, unapproachable and are horrendous at public speaking.
Third, Hal White is the last person on the face of this planet that should be involved in town government. He should run a hot dog cart at the truck stop on Rt. 15. He is rude, unapproachable, unprepared, egotistical and lacks vision. He does nothing for the majority but anything for SOS.
Last, William Emrich in my opinion should drop out of the race immediately, apologize for wasting three years of Sturbridge’s life and move to Antarctica and promote ‘echo’ tourism. I mean really, all nonsense aside, ecotourism will not solve anything. A couple of damn hiking trails is not going to draw anyone into town. He shuns at the thought that Sturbridge may have to change with the times and maybe grow. OSV and hiking are not the answer Will.
Let me wrap up by saying that in my opinion, Mr. Malloy deserves a superior evaluation. I hope the BOS pull their craniums out of their glutes and reconsider their evaluation. Maybe for once, they can do something honest and earn some respect around here.

I think the BOS is jealous of how intelligent Mr. Malloy is. Mr. Malloy makes the BOS, especially Hal White, look bad. Their defense, lets give him a bad report. The BOS is getting ridiculous. I whole heartedely agree with ‘we the people’, lets do the recall!!!

As both a Stubridge resident and registered voter, I find it only fair to grade my current BOS:
Interaction with the public: unacceptable unless you receive a thumbs-up performance.
Financial Administration: poor. I would have given them an ‘unacceptable’ here as wellbut I know that all of the thought that the current BOS has put into ecotourism is going to turn this town around for the better.
Catering to the needs of a select few: Excellent. The current BOS will jump backwards through rings of fire to appease their most adamant supporters - $1,600 to save a tree that only six people want to see saved. Kudos to the town official that mentioned the burden of wars overseas as allocating tax dollars on hazard trees is fiscal conservatism at its finest.
Goal/Performance Attainment: excellent. Once tourists leave OSV, they’ll be able to experience an authentic, mid 19th century ghost town. I propose the BOS allocate $1,600 to spend on tumbleweeds to really bring authenticity.

2. Is it possible that all five selectmen were picked on so much as kids that they are getting revenge by picking on Mr. Malloy?

It is incomprehensible that 13 previous Boards gave Jim Malloy high marks and that this Board gave him poor ones. Were the prior 13 Boards incompetent, or merely this one? The truth is that Jim Malloy has done an outstanding job as Town Administrator. Sturbridge does not have the financial woes that are plaguing virtually every other town in Central Massachsetts. Sturbridge has long range finacial planning, a new high school, is on its way to having a new elementary school, a modern police and fire department and many other improvements due to Mr. Malloy’s vision and leadership. The truth is that the BOS is upset because he will not knuckle under and spout the party line about the Waste Water Treatment Plant that they want him to. It is pure payback. Shame on the Selectmen for such transparent and despicable retaliation!

I apologize to you Mr. Malloy for our BOS members and the review they gave you. You did not deserve this review.
Mr. Malloy has done alot for Sturbridge.
The Town Hall renovations as well as the school across the street. This alone took alot of research and dedication to have this pass.
Burgess School, waste water, town sewerage, the economy in Sturbridge, the loss of many businesses in Sturbridge. Mr Malloy has worked very hard on all of these issues and this is the thanks he gets from our BOS. On the other hand, the BOS is hard on new businesses, discourages instead of helping business, never seems prepared to make a decision, is rude to people who attempt to talk to them at the Monday night meetings, discourage people who bring new ideas, is swayed by the SOS and they have the nerve to give Mr. Malloy a bad review. Mr. Malloy makes the BOS look good and they cut him down. Shame on them. Time to vote in a whole new crew.

I don’t know all the behind the scene politics. But I do know Sturbridge was once a triving tourist attraction with many antique stops and the village. Now, it is well on it’s way to becoming just another stop to get gas & McDonnalds on your way from Hartford to Boston. It is sad really & I hope everyone posting on this site goes through with trying to get new government to revitalize the town.

What a great idea. I am all for the impeachment of Hal White. What a rude man. How did he ever become chair of the BOS. Gee I wonder! I was appalled by the Annual Review the BOS gave to Mr. Malloy. I guess they forgot all the hard work he has done for this town. Mr. Malloy is always well prepared and speaks to people with respect, unlike Mr. White. He has put countless hours into many projects to benefit Sturbridge and this is the thanks he gets from our BOS. I say lets get rid of them one by one. One this year, 2 next year. Make your vote count on Monday. Vote for someone that has no ties to the SOS.

Reading the letters to the editors today in the Sturbridge Villager and Town Common today made me sick. Letters from Halterman and Goodwin promoting the SOS WWTP decisions. Other SOS followers promoting Bill Emrich! Give me a break! Too bad I don’t have a fire place because today those pages would be helpful.

Most of the selectmen in Sturbridge are puppets (with the exception of Arnold Wilson) and a disgrace to the town. Unfortunately this news comes as no surprise. Reading about their antics is like visiting a kindergarten class, except there’s nothing cute about a bunch of children making the (wrong) decisions for the rest of us. The fact that this review may affect Mr. Malloy’s future in Marco Island is a real shame. I’d be considering legal action if I were him.

Calling ‘we the people’, I sure do hope you’re serious about the recall for HW. Somehow you have to let people know how to get in touch with you so they can help get signatures. You’re correct, won’t be easy but it can be done.
And Mr. Malloy, consider the source of your ‘less than stellar’ review. Know the review doesn’t sit well with you, but those with an open mind know better.

I have been researching the process of recalling Hal White for about three weeks now and have been in discussions with several other residents that are also interested. I intend on obtaining the necessary paper work next week. This will not be an easy thing to accomplish but it certainly can be done. I intended on forming a large team of influential and motivated people and splitting up the work amongst the team in order to obtain the signatures we need within the time frame. I am very confident that Hal will be recalled in the near future. I have had enough of his behavior.

Is there anything at all that we as residents can do to offset the deplorable and undeserving evaluation that you received from the current members of the B.O.S.? We have been residents of Sturbridge for appoximately 40 years and both my husband and I have served on several boards. We have a deep interest in our community and have remarked several times of your ability to communicate with so many different board members with a good many of them being difficult at best. We feel that you have done a remarkable job and always with the best interest of Sturbridge as a priority, while you have had a mainly self-serving B.O.S. to contend with. As we live in the area of the town hall, we have seen you arriving early in the morning; leaving late at night; be it a weekday or weekend. We wish you well and feel that you deserve far better that what you are receiving at this time.

Once again this board has shown it’s arrogance and disdain for anyone who disagrees with them. Mr Malloy takes the opposite view on the sewer treatment capacity so he’s rated as non communicative with the board. At every meeting he is prepared and has the answers to the questions which have befuddled this board, so he is rated as being non communicative with the board. At least he hasn’t been yelled at told to put his hand down and not ask any quyestions as this board has done to residents who try to raise an issue at an open selectmen’s meeting.
I suggest Mr Malloy not speak at any future meetings (no speech means no oppotsite view) and then I’m sure this board will give you postive ratings in the future.
THIS COMING MONDAY IS THE TIME FOR ALL RESIDENTS TO MAKE A CHANGE. THIS ENTIRE BOARD MUST GO, NOW!!!!. YES, ONE MEMBER IS NOT RUNNING, BUT ONE ENCUMBENT IS; WILLIAM EMRICH. WE MUST VOTE HIM OUT AND THEN DEAL WITH THE REMAINDER OF THIS BOARD.
More to be said on this at a later time, but the a recall petition of Harold White should seriously be considered. His demeanor, rude attitude and closed mindedness earn him top billing for a recall drive.

I agree with the BOS and their rating. They make prudent decisions on what’s best for them and their friends. Whats wrong with this? Mr. Malloy often disagrees with them when they have the facts wrong and tries to correct them. This is obviously ‘inappropriate and uncalled for’. Mr. Malloy wants a larger waste water plant than the board and Mr. W probably said, ‘I don’t care what you want’. I love Mr. Emrich and his ‘echo’ -Tourism plan. This plan should bring billions of dollars to Sturbridge. If Mr. Malloy would just join SOS I think we could change his grade to an A++ next year. SOS for life!!!!!!!!!

The BOS continues to blow my mind. They have the audacity to give Mr. Malloy a bad rating? At the BOS Meetings, Mr. Malloy is the only one who is ALWAYS prepared. He always has the answers and follow up. Then you have the BOS who can NEVER make a decision because they come unprepared and always need ‘more information’. There are not enough negative ratings that could accurately reflect the job the BOS is doing. I think Mr. Malloy has done a wonderful job. at least he listens to the experts. The BOS suddenly believes they are experts in every field. Lastly, Mr. Malloy is also very nice and cordial to residents that attend the meeting. The BOS is unapproachable, led by Mr. Grinch himself- Hal White!!! The BOS has some nerve! Lets shake it up at this upcoming election!

The Sturbridge Board of Selectmen have once again demonstrated their utter incompetence and hypocrisy relative to Mr. Malloy’s evaluation.
These SOS hacks have the audacity to challenge Mr. Malloy’s leadership and interaction with them as unacceptable when they have consistently failed to fulfill their oath to fairly and objectively represent ALL Sturbridge residents and to execute their responsibilities in a manner consistent with the best interests of all residents in mind.
They have failed this town and the vast majority of its residents miserably as leaders in their blind allegiance to a small group of self-centered elitists.
On issue after issue after issue, these ’selected-men’ have been on the wrong side and have come up consistently short on objectively and responsibly representing Sturbridge residents.
Their utter contempt for viewpoints differing from theirs is evident each time a resident comes before them and is shouted down or rudely treated by His Holiness Hal White.
The so-called unacceptable leadership and poor interaction, comes not from Mr. Malloy, but rather from these ’selected-men’ who have put the desires of the few, over the needs of the many. They have consistently made decisions based upon personalities as opposed to principles, and are responsible in large part for the continuing decline of Sturbridge’s economic base.
Hal White and his colleagues have usurped the Sturbridge Town Charter and have intervened into issues that fall outside of their established authority and are responsible for an ever growing morale problem at Town Hall. This evaluation which is a significant departure from the previous 13 is nothing short of politically motivated and an attempt to build a case for dismissal against the Town Administrator, simply because he has the courage to fulfill his Charter mandated responsibilities.
One can only be utterly disgusted with this group of self-serving, elitist representatives of the SOS clan.

This review does not accurately reflect the job performance of Mr. Malloy, rather it reflects the narrow mindness of the current Board of Selectmen. I don’t believe anyone except a ‘yes man’ could please this current BOS.
